EXPANDING FINANCIAL AID ACCESS FOR ALL CALIFORNIA STUDENTS

California has long been a national leader in expanding higher education access for undocumented students. Through the California Dream Act Application (CADAA), students who are not eligible for federal aid have the opportunity to receive state financial aid and pursue their academic goals.
However, the 2025–26 cycle saw the lowest number of CADAA submissions in recent years. Fear, misinformation, and uncertainty have prevented many eligible students from applying. As a result, too many students are missing critical financial aid that could make college possible.

The I ❤️ CA Dream Act Campaign, led by the California Student Aid Commission, aims to address these barriers by increasing awareness, providing accurate information, and fostering supportive environments for students.
Actions that help ensure that all students, regardless of immigration status, have access to the financial resources and guidance they need are:
Using inclusive language such as “FAFSA or CADAA” to ensure all students are represented
Increasing awareness of financial aid opportunities available to undocumented students
Creating safe, supportive, and welcoming environments where students feel encouraged to seek help
Providing accurate information and guidance to help students and families make informed decisions
Engaging in proactive and compassionate conversations that empower students to pursue their educational goals
